Fix SplitLoopHeader to handle single block loop (#4829) 
The code in `CFG::SplitLoopHeader` assumes the loop header is not the
latch.  This leads to it not being able to find the latch block.  This
has been fixed, and a test added.

Fixes #4527

Change implementation of post order CFG traversal (#2543) 
* Change implementation of post order CFG traversal

It seems like the recursion is going very deep, and causing some problem
is particular situations.  I've reimplemented the CFG post order
traversal to not use recursion.

Fixes #2539.
