spirv-opt : Add FixFuncCallArgumentsPass (#4775)
spirv validation require OpFunctionCall with memory object, usually this
is non issue as all the functions are inlined.
This pass deal with some case for
DontInline function. accesschain input operand would be replaced new
created variable
