Lei Zhang 1bc0b275dd Allow changing MessageConsumer in Pass & PassManager.
Default-constructed Pass/PassManager will have a MessageConsumer
which ignores all messages. SetMessageConsumer() should be called
to supply a meaningful MessageConsumer.
