Explicitly mark tests/testdata/* as binary. (#761)

Fixes #760

Drive-by:
 * update go_rules
 * modernize brotli_inc
 * fix wrapper build
 * update PY to 3 in Travis / OSX / Bazel build
 * upgrade JS Bazel rules.
