Add a BrotliCompress() method to the public encoder API that uses the BrotliIn and BrotliOut classes and use that in the 'bro' command-line tool. Use the streaming api in BrotliCompressBuffer() and BrotliCompressor::WriteMetaBlock(). Use the appropiate hashers for quality <= 9.
