Remove the unused +mkdep/+make-deps/s-proto.S/s-proto-cancel.S

dependency is generated by passing -MD -MF to compiler.  Remove the unused
+mkdep, +make-deps, s-proto.S and s-proto-cancel.S.

This fixes BZ #28554.
