Linux: consolidate chown implementation
Use chown syscall if defined, otherwise use fchownat. Checked on x86_64-linux-gnu. Reviewed-by: Carlos O'Donell <carlos@redhat.com> Tested-by: Carlos O'Donell <carlos@redhat.com>
