Remove __ASSUME_GETCPU_SYSCALL.

This patch removes the definition of __ASSUME_GETCPU_SYSCALL.  In fact
this macro is unused, probably since:

    Consolidate sched_getcpu

so it could have been removed even without the move to 3.2 as minimum
kernel version on x86_64.
