$(built-program-cmd) to tst-getconf.sh, not $(elf-objpfx) and
$(rtld-installed-name).
* posix/tst-getconf.sh (elf_objpfx): Remove variable.
(rtld_installed_name): Likwise.
(runit): Remove function.
(run_getconf): New variable, Use it for running getconf binary.
