* sysdeps/unix/sysv/linux/mips/syscalls.list: Remove unneeded
	stubs, we have INLINE_SYSCALL.
	* sysdeps/unix/sysv/linux/mips/bits/mman.h: Define MAP_POPULATE,
	MAP_NONBLOCK.
