powerpc: Add missing arch flags on rounding ifunc variants

The ifunc variants now uses the powerpc implementation which in turn
uses the compiler builtin.  Without the proper -mcpu switch the builtin
does not generate the expected optimization.

Checked on powerpc-linux-gnu.
