* sysdeps/arm/Makefile [subdir=gmon] (sysdep_routines): Add
	_mcount.
	* sysdeps/arm/machine-gmon.h (MCOUNT): Replace with empty
	definition.
	(_MCOUNT_DECL): Make linkage global.
	* sysdeps/arm/_mcount.S: New file.
