x86: Use CHECK_FEATURE_PRESENT on PCONFIG

PCONFIG is a privileged instruction.  Use CHECK_FEATURE_PRESENT, instead
of CHECK_FEATURE_ACTIVE, on PCONFIG in tst-cpu-features-supports.c.
