sort-makefile-lines.py: Allow '_' in name and "^# name"

'_' is used in Makefile variable names and many variables end with
"^# name".  Relax sort-makefile-lines.py to allow '_' in name and
"^# name" as variable end.  This fixes BZ #31385.
