* Makeconfig: Define pie-ccflag and PIE-ccflag variables.
* elf/Makefile: Use pie-ccflag variable. * nscd/Makefile: Likewise. * sysdeps/sparc/Makefile: Set $(pie-ccflag) to -fPIE.
