* libio/wfileops.c (_IO_wfile_underflow): Fix handling of
	incomplete characters at end of input buffer.
	* libio/Makefile (tests): Add tst-fgetwc.
	* libio/tst-fgetwc.c: New file.
	* libio/tst-fgetwc.input: New file.
