* stdio-common/Makefile (tests): Add tst-fphex.
	* sysdeps/generic/printf_fphex.c (__printf_fphex): Fix initialization
	of WNUMEND.  Fix counting of decimal point in WIDTH.  Print '0' pad
	chars always before the value digits.
