	* sysdeps/i386/dl-machine.h (ELF_MACHINE_NO_RELA): Define
	unconditionally to (defined RTLD_BOOTSTRAP).
	* sysdeps/arm/dl-machine.h (ELF_MACHINE_NO_RELA): Likewise.
