Add NT_ARM_PAC_MASK and NT_MIPS_MSA from Linux 5.0 to elf.h.

This patch adds two new NT_* macros from Linux 5.0 to elf.h.

Tested for x86_64.

	* elf/elf.h (NT_ARM_PAC_MASK): New macro.
	(NT_MIPS_MSA): Likewise.
