powerpc: Add optimized strncpy for POWER9
Similar to the strcpy P9 optimization, this version uses VSX to improve performance. Reviewed-by: Matheus Castanho <msc@linux.ibm.com> Reviewed-by: Tulio Magno Quites Machado Filho <tuliom@linux.ibm.com>
