elf/tst-tlsopt-powerpc fails when compiled with -mcpu=power10 (BZ# 29776)

Browse Source 
Supports pcrel addressing of TLS GOT entry.  Also tweak the non-pcrel
asm constraint to better reflect how the reg is used.
