nptl: Add glibc.pthread.stack_cache_size tunable
The valgrind/helgrind test suite needs a way to make stack dealloction more prompt, and this feature seems to be generally useful. Reviewed-by: Siddhesh Poyarekar <siddhesh@sourceware.org>
