The constant PTHREAD_STACK_MIN may be too small for some processors.
Rename _SC_SIGSTKSZ_SOURCE to _DYNAMIC_STACK_SIZE_SOURCE. When
_DYNAMIC_STACK_SIZE_SOURCE or _GNU_SOURCE are defined, define
PTHREAD_STACK_MIN to sysconf(_SC_THREAD_STACK_MIN) which is changed
to MIN (PTHREAD_STACK_MIN, sysconf(_SC_MINSIGSTKSZ)).
Consolidate <bits/local_lim.h> with <bits/pthread_stack_min.h> to
provide a constant target specific PTHREAD_STACK_MIN value.

I used these shell commands:
../glibc/scripts/update-copyrights $PWD/../gnulib/build-aux/update-copyright
(cd ../glibc && git commit -am"[this commit message]")
and then ignored the output, which consisted lines saying "FOO: warning:
copyright statement not found" for each of 6694 files FOO.
I then removed trailing white space from benchtests/bench-pthread-locks.c
and iconvdata/tst-iconv-big5-hkscs-to-2ucs4.c, to work around this
diagnostic from Savannah:

These tests require a new thread stack size set to a value (0x20000)
lower than the architecture minimum (0x30000). Set the stack size
to PTHREAD_STACK_MIN in this case.
Checked on ia64-linux-gnu.
* stdlib/test-atexit-race-common.c (do_test): Check stack size
against PTHREAD_STACK_MIN.
