The DEBUG_MKTIME code no longer works in glibc or in Gnulib.
And it’s no longer needed now that glibc and Gnulib both have
their own testing mechanisms for mktime.
* time/mktime.c (DEBUG_MKTIME): Remove. All uses removed.
[BZ#23789]
mktime was not properly reporting failures when the underlying
localtime_r fails with errno != EOVERFLOW; it incorrectly treated
them like EOVERFLOW failures, and set errno to EOVERFLOW.
The problem could happen on non-glibc platforms, with Gnulib.
* time/mktime.c (guess_time_tm): Remove, replacing with ...
(tm_diff): ... this simpler function, which does not change errno.
All callers changed to deal with errno themselves.
(ranged_convert, __mktime_internal): Return failure immediately if
the underlying function reports any failure other than EOVERFLOW.
(__mktime_internal): Set errno to EOVERFLOW if the spring-forward
gap code fails.
[BZ#23789]
* time/mktime.c (ranged_convert): On 32-bit platforms, don’t
mishandle a DST transition that jumps over the Y2038 boundary.
No such DST transitions are known so this is only a theoretical
bug, but we might as well do things right.
[BZ#23789]
* time/mktime.c (long_int): Now 4⨯ int, not just 3⨯.
This is so that we can add tm_diff results to a previous guess,
which will be useful in a later patch.
[BZ#23789]
* time/mktime.c [!_LIBC && !DEBUG_MKTIME]:
Include libc-config.h, not config.h, for __set_errno.
(guess_time_tm, __mktime_internal): Set errno to EOVERFLOW on overflow.
glibc support for 64-bit time_t on 32-bit architectures
will involve:
- Using 64-bit times inside glibc, with conversions
to and from 32-bit times taking place as necessary
for interfaces using such times.
- Adding 64-bit-time support in the glibc public API.
This support should be dynamic, i.e. glibc should
provide both 32-bit and 64-bit implementations and
let user code choose at compile time whether to use
the 32-bit or 64-bit interfaces.
This requires a glibc-internal name for a type for times
that are always 64-bit.
Based on __TIMESIZE, a new macro is defined, __TIME64_T_TYPE,
which is always the right __*_T_TYPE to hold a 64-bit-time.
__TIME64_T_TYPE equals __TIME_T_TYPE if __TIMESIZE equals 64
and equals __SQUAD_T_TYPE otherwise.
__time64_t can then replace uses of internal_time_t.
This patch was tested by running 'make check' on branch
master then applying this patch and its predecessor and
running 'make check' again, and checking that both 'make
check' yield identical results. This was done on
x86_64-linux-gnu and i686-linux-gnu.
* bits/time64.h: New file.
* include/time.h: Replace internal_time_t with __time64_t.
* posix/bits/types (__time64_t): Add.
* stdlib/Makefile: Add bits/time64.h to includes.
* time/tzfile.c: Replace internal_time_t with __time64_t.
[BZ#23745]
This fix affects only Gnulib. Problem discovered when
mktime.c was used as part of Gnulib in bleeding-edge Coreutils.
* time/mktime.c:
(my_tzset) [!_LIBC && !NEED_MKTIME_WORKING && !NEED_MKTIME_WINDOWS]:
Do not define since it is not used. Defining an unused static
function prompts a warning from GCC when Coreutils is configured
with --enable-gcc-warnings.
[BZ #23603]
* include/time.h (__mktime_internal): The localtime offset is now
of type long int instead of time_t. This is the longstanding type
in glibc, and it is more than enough to represent difference
between localtime and gmtime even if it is 32 bits and time_t is
64. Changing it now will let us avoid an unnecessary change when
time_t is widened to 64 bits on 32-bit platforms.
* time/mktime-internal.h (mktime_offset_t): Now long int.
[BZ #23603][BZ #16346]
This fixes some obscure problems with integer overflow.
Although it looks scary, it is almost all a byte-for-byte copy
from Gnulib, and the Gnulib code has been tested reasonably well.
* include/intprops.h: New file, copied from Gnulib.
* include/verify.h, time/mktime-internal.h:
New tiny files, simplified from Gnulib.
* time/mktime.c: Copy from Gnulib. This has the following changes:
Do not include config.h if DEBUG_MKTIME is nonzero.
Include stdbool.h, intprops.h, verify.h.
Include string.h only if needed.
Include stdlib.h on MS-Windows.
Include mktime-internal.h.
(DEBUG_MKTIME): Default to 0, and simplify later uses.
(NEED_MKTIME_INTERNAL, NEED_MKTIME_WINDOWS)
(NEED_MKTIME_WORKING): Give default values to pacify -Wundef,
which glibc uses. Default NEED_MKTIME_WORKING to DEBUG_MKTIME, to
simplify later conditionals; default the others to zero. Use
these conditionals to express only the code needed on the current
platform. In uses of these conditionals, explicitly spell out how
_LIBC affects things, so it’s easier to review from a glibc
viewpoint.
(WRAPV): Remove; no longer needed now that we have
systematic overflow checking.
(my_tzset, __tzset) [!_LIBC]: New function and macro, to better
compartmentalize tzset issues. Move system-dependent tzsettish
code here from mktime.
(verify): Remove; now done by verify.h. All uses changed.
(long_int): Use a more-conservative definition, to avoid
integer overflow.
(SHR): Remove, replacing with ...
(shr): New function, which means we needn’t worry about side
effects in args, and conversion analysis is simpler.
(TYPE_IS_INTEGER, TYPE_TWOS_COMPLEMENT, TYPE_SIGNED, TYPE_MINIMUM)
(TYPE_MAXIMUM, TIME_T_MIN, TIME_T_MAX, TIME_T_MIDPOINT)
(time_t_avg, time_t_add_ok): Remove.
(mktime_min, mktime_max): New constants.
(leapyear, isdst_differ): Use bool for booleans.
(ydhms_diff, guess_time_tm, ranged_convert, __mktime_internal):
Use long_int, not time_t, for mktime differences.
(long_int_avg): New function, replacing time_t_avg.
INT_ADD_WRAPV replaces time_t_add_ok.
(guess_time_tm): 6th arg is now long_int, not time_t const *.
All uses changed.
(convert_time): New function.
(ranged_convert): Use it.
(__mktime_internal): Last arg now points to mktime_offset_t, not
time_t. All uses changed. This is a no-op on glibc, where
mktime_offset_t is always time_t. Use int, not time_t, for UTC
offset guess. Directly check for integer overflow instead of
using a heuristic that works only 99.9...% of the time.
Access *OFFSET only once, to avoid an unlikely race if the
compiler delays a load and if this cascades into a signed integer
overflow.
(mktime): Move tzsettish code to my_tzset, and move
localtime_offset to within mktime so that it doesn’t
need a separate ifdef.
(main) [DEBUG_MKTIME]: Speed up by using localtime_r
instead of localtime.
* time/timegm.c: Copy from Gnulib. This has the following changes:
Include mktime-internal.h.
[!_LIBC]: Include config.h and time.h. Do not include
timegm.h or time_r.h. Make __mktime_internal a macro,
and include mktime-internal.h to get its declaration.
(timegm): Temporary is now mktime_offset_t, not time_t.
This affects only Gnulib.
After commit d76d370355 ("Fix missing
timespec definition for sys/stat.h (BZ #21371)") in combination with
kernel UAPI changes, GCC sanitizer builds start to fail due to a
conflicting definition of struct timespec in <linux/time.h>. Use
_STRUCT_TIMESPEC as the header file inclusion guard, which is already
checked in the kernel header, to support including <linux/time.h> and
<sys/stat.h> in the same translation unit.
Bug 22639 reports localtime failing to handle time offset transitions
correctly in 2039 and later on platforms with 64-bit time_t.
The problem is the use of SECSPERDAY (constant 86400) in calculations
such as
t = ((year - 1970) * 365
+ /* Compute the number of leapdays between 1970 and YEAR
(exclusive). There is a leapday every 4th year ... */
+ ((year - 1) / 4 - 1970 / 4)
/* ... except every 100th year ... */
- ((year - 1) / 100 - 1970 / 100)
/* ... but still every 400th year. */
+ ((year - 1) / 400 - 1970 / 400)) * SECSPERDAY;
where t is of type time_t and year is of type int. Before my commit
92bd70fb85 (an update from tzcode,
included in 2.26 and later releases), SECSPERDAY was obtained from a
file imported from tzcode, where the value included a cast to
int_fast32_t. On 64-bit platforms, glibc defines int_fast32_t to be
long int, so 64-bit, but my patch resulted in it changing to int.
(The bug would probably have existed even before my patch for x32,
which has 64-bit time_t but 32-bit int_fast32_t, but I haven't
verified that.)
This patch fixes the problem by including a cast to time_t in the
definition of SECSPERDAY. (64-bit time support for 32-bit systems
should move such code that isn't a public interface to using the
internal 64-bit version of time_t throughout.)
Tested for x86_64 and x86.
[BZ #22639]
* time/tzset.c (SECSPERDAY): Cast to time_t.
* time/tst-y2039.c: New file.
* time/Makefile (tests): Add tst-y2039.
Continuing the fixes for linknamespace and localplt test failures with
-Os that arise from functions not being inlined in that case, this
patch fixes such failures for getc_unlocked.
__getc_unlocked already exists; this patch makes it explicitly hidden,
calls it where needed for namespace reasons, adds an inline function
for it when inline functions are used and adds libc_hidden_proto /
libc_hidden_weak for getc_unlocked.
Tested for x86_64 (both without -Os to make sure that case continues
to work, and with -Os to make sure all the relevant linknamespace and
localplt test failures are resolved). Because of other such failures
that remain after this patch, neither of the bugs can yet be closed.

Continuing the fixes for linknamespace and localplt test failures with

The usual approach is followed of adding __ferror_unlocked (inlined
when ferror_unlocked is), making calls use it when required for
namespace reasons (only one such call), and using libc_hidden_proto /
libc_hidden_weak for the ferror_unlocked weak alias when only localplt
but not namespace issues are involved.
Tested for x86_64 (both without -Os to make sure that case continues
to work, and with -Os to make sure all the relevant linknamespace and

Continuing the fixes for linknamespace and localplt test failures with

The usual approach is followed of adding __feof_unlocked (inlined when
feof_unlocked is), making calls use it when required for namespace
reasons, and using libc_hidden_proto / libc_hidden_weak for the
feof_unlocked weak alias when only localplt but not namespace issues
are involved. In the case of getaddrinfo.c, use of __feof_unlocked
needs to be conditional since that code is also used in nscd (where
__feof_unlocked is not available).
Tested for x86_64 (both without -Os to make sure that case continues
to work, and with -Os to make sure all the relevant linknamespace and
localplt test failures are resolved). Because of other such failures
that remain after this patch, neither of the bugs can yet be closed.

Some languages (Slavic, Baltic, etc.) require a genitive case of the
month name when formatting a full date (with the day number) while
they require a nominative case when referring to the month standalone.
This requirement cannot be fulfilled without providing two forms for
each month name. From now it is specified that nl_langinfo(MON_1)
series (up to MON_12) and strftime("%B") generate the month names in
the grammatical form used when the month is a part of a complete date.
If the grammatical form used when the month is named by itself is needed,
the new values nl_langinfo(ALTMON_1) (up to ALTMON_12) and
strftime("%OB") are supported. This new feature is optional so the
languages which do not need it or do not yet provide the updated
locales simply do not use it and their behaviour is unchanged.

Change all uses of __locale_t to locale_t.
xlocale.h is already a single-type micro-header, defining struct
__locale_struct and the typedefs __locale_t and locale_t. This patch
brings it into the bits/types/ scheme: there are now
bits/types/__locale_t.h which defines only __locale_struct and
__locale_t, and bits/types/locale_t.h which defines locale_t as well
as the other two. None of *our* headers need __locale_t.h, but it
appears to me that libstdc++ could make use of it.
There are a lot of external uses of xlocale.h, but all the uses I
checked had an autoconf test or equivalent for its existence. It has
never been available from other C libraries, and it has always
contained a comment reading "This file is not standardized, don't rely
on it, it can go away without warning" so I think dropping it is
pretty safe.
I also took the opportunity to clean up comments in various public
header files that still talk about the *_l interfaces as though they
were completely nonstandard. There are a few of them, notably the

This patch updates files coming from tzcode to the versions in tzcode
2017b. A couple of changes to other glibc code are needed.
time/tzset.c was using the SECSPERDAY macro from tzfile.h, which no
longer defines that macro, so a local definition is added to tzset.c.
Because timezone/private.h now defines the _ macro whenever
HAVE_GETTEXT is true, even if it was previously defined, it is also
necessary to avoid a conflict with the definition in
include/libintl.h. Defining _ISOMAC is the obvious way to avoid such
internal definitions being visible, together with defining TZ_DOMAIN
so that zic and zdump continue to get the messages from the libc
domain as desired. However, zic and zdump rely on PKGVERSION and
REPORT_BUGS_TO from config.h, which is not included by default with
_ISOMAC, so -include config.h needs adding to the options for these
programs as well. Together those changes allow unmodified tzcode
2017b sources to work in glibc.
Tested for x86_64.

glibc headers include some code (not particularly consistent or
systematic) to put various declarations in C++ namespaces std and
__c99, if _GLIBCPP_USE_NAMESPACES is defined.
As noted in <https://gcc.gnu.org/ml/libstdc++/2017-03/msg00025.html>,
this macro was removed from libstdc++ in 2000. I don't expect
compilation with such old versions of libstdc++ to work with current
glibc headers anyway (whereas old *binaries* are expected to stay
working with current glibc); this patch (which should be a no-op with
any libstdc++ version postdating that removal) removes all this code
from the glibc headers.
The begin-end-check.pl test, whose comments say it is about checking
these namespace macro calls, is also removed. The code in that test
would have covered __BEGIN_DECLS / __END_DECLS as well, but if those
weren't properly matched it would show up with the
check-installed-headers-cxx tests, so I don't think there is an actual
use for keeping begin-end-check.pl with the namespace code removed.
Tested for x86_64 and x86 (testsuite, and that installed stripped
shared libraries are unchanged by the patch).

Quite a few tests include libc-internal.h just for the DIAG_* macros.
Split those macros to their own file, which can be included safely in

This patch fixes the glibc testsuite build for GCC 7
-Wformat-truncation, newly moved out of -Wformat-length and with some
further warnings that didn't previously appear. Two tests that
previously disabled -Wformat-length are changed to disable
-Wformat-truncation instead; two others are made to disable that
option as well.
Tested (compilation only) with build-many-glibcs.py for aarch64 with
GCC mainline.

The new test driver in <support/test-driver.c> has feature parity with
the old one. The main difference is that its hooking mechanism is
based on functions and function pointers instead of macros. This
commit also implements a new environment variable, TEST_COREDUMPS,
which disables the code which disables coredumps (that is, it enables
them if the invocation environment has not disabled them).
<test-skeleton.c> defines wrapper functions so that it is possible to
use existing macros with the new-style hook functionality.
This commit changes only a few test cases to the new test driver, to
make sure that it works as expected.
Many headers are expected to expose a subset of the type definitions
in time.h. time.h has a whole bunch of messy logic for conditionally
defining some its types and structs, but, as best I can tell, this
has never worked 100%. In particular, __need_timespec is ineffective
if _TIME_H has already been defined, which means that if you compile
#include <time.h>
#include <sched.h>
with e.g. -fsyntax-only -std=c89 -Wall -Wsystem-headers, you will get
In file included from test.c:2:0:
/usr/include/sched.h:74:57: warning: "struct timespec" declared inside
parameter list will not be visible outside of this definition or declaration
extern int sched_rr_get_interval (__pid_t __pid, struct timespec *__t) __THROW;
^~~~~~~~
And if you want to _use_ sched_rr_get_interval in a TU compiled that
way, you're hosed.
This patch replaces all of that with small bits/types/TYPE.h headers
as introduced earlier. time.h and bits/time.h are now *much* simpler,
and a lot of other headers are slightly simpler.

This mostly automatically-generated patch converts 113 function
definitions in glibc from old-style K&R to prototype-style. Following
my other recent such patches, this one deals with the case of function
definitions in files that either contain assertions or where grep
suggested they might contain assertions - and thus where it isn't
possible to use a simple object code comparison as a sanity check on
the correctness of the patch, because line numbers are changed.
A few such automatically-generated changes needed to be supplemented
by manual changes for the result to compile. openat64 had a prototype
declaration with "..." but an old-style definition in
sysdeps/unix/sysv/linux/dl-openat64.c, and "..." needed adding to the
generated prototype in the definition (I've filed
<https://gcc.gnu.org/bugzilla/show_bug.cgi?id=68024> for diagnosing
such cases in GCC; the old state was undefined behavior not requiring
a diagnostic, but one seems a good idea). In addition, as Florian has
noted regparm attribute mismatches between declaration and definition
are only diagnosed for prototype definitions, and five functions
needed internal_function added to their definitions (in the case of
__pthread_mutex_cond_lock, via the macro definition of
__pthread_mutex_lock) to compile on i386.
After this patch is in, remaining old-style definitions are probably
most readily fixed manually before we can turn on
-Wold-style-definition for all builds.
Tested for x86_64 and x86 (testsuite).

In ISO 8601, +03:30 is a valid time zone. Currently, strptime() only
parses it as a 2-digit time zone an believes this is +03:00. This change
makes it accept a single colon.
strptime's %z specifier parses a string consisting of a sign ('+'
or '-'), two hours digits, and optionally two minutes digits, into a
tm.tm_gmtoff field containing the signed number of seconds the time
zone is offset from UTC time.
The time/tst-strptime2.c program passes a short list of strings through
strptime, validating that either the gmtoff value returned matches an
expected value, or that strptime returns an expected NULL for invalid
strings (for example, when the minutes portion of the string is outside
of the range 00 to 59, or the sign is missing before the hours digits).
In review of strptime fixes, Carlos O'Donell expressed a wish that
the test function iterate through the entire range of all possible
numeric strings (-9999 to +9999) which could be passed to strptime %z,
and validate the correct response.
Specifically, the test will look for a NULL response from strptime
when:
* sign ('+' or '-') is not present before the first digit (invalid
format).
* A sign and no digits are found (invalid format).
* A sign and one digit are found (invalid format).
* A sign and three digits are found (invalid format).
* A sign and four digits (-9999 to +9999) are found but the last
two digits (minutes) are in the range 60 to 99.
The test will look for a success response from strptime with
tm.tm_gmtoff matching the calculated tm_gmtoff value when:
* A sign and four digits are found (-9999 to +9999), and the last
two digits (minutes) are in the range 00 to 59.
* A sign and two digit strings are found (-99 to +99).
The test's iteration over the possible digit values results in 22223
test strings prepared, tested, and passed by strptime.
The test supports a --verbose command line option which will show
the test results of every test input, and a final summary of all
tests. Here is some sample output:

Topic: strptime supports a %z input field descriptor, which parses a
time zone offset from UTC time into the broken-out time field tm_gmtoff.
Problems:
1) In the current implementation, the minutes portion calculation is
correct only for minutes evenly divisible by 3. This is because the
minutes value is converted to decimal time, but inadequate precision
leads to rounding which calculates results that are too low for
some values.
For example, due to rounding, a +1159 offset string results in an
incorrect tm_gmtoff of 43128 (== 11 * 3600 + 58.8 * 60) seconds,
instead of 43140 (== 11 * 3600 + 59 * 60) seconds. In contrast,
a +1157 offset (minutes divisible by 3) does not cause the bug,
and results in a correct tm_gmtoff of 43020.
2) strptime's %z specifier will not parse time offsets less than
-1200 or greater than +1200, or if only hour digits are present, less
than -12 or greater than +12. It will return NULL for offsets outside
that range. These limits do not meet historical and modern use cases:
* Present day exceeds the +1200 limit:
- Pacific/Auckland (New Zealand) summer time is +1300.
- Pacific/Kiritimati (Christmas Island) is +1400.
- Pacific/Apia (Samoa) summer time is +1400.
* Historical offsets exceeded +1500/-1500.
* POSIX supports -2459 to +2559.
* Offsets up to +/-9959 may occasionally be useful.
* Paul Eggert's notes provide additional detail:
- https://sourceware.org/ml/libc-alpha/2014-12/msg00068.html
- https://sourceware.org/ml/libc-alpha/2014-12/msg00072.html
3) tst-strptime2, part of the 'make check' test suite, does not test
for the above problems.
Corrective actions:
1) In time/strptime_l.c, calculate the offset from the hour and
minute portions directly, without the rounding errors introduced by
decimal time.
2) Remove the +/-1200 range limit, permitting strptime to parse offsets
from -9959 through +9959.
3) Add zone offset values to time/tst-strptime2.c.
* Test minutes evenly divisible by three (+1157) and not evenly
divisible by three (+1158 and +1159).
* Test offsets near the old and new range limits (-1201, -1330, -2459,
-2500, -99, -9959, +1201, +1330, +1400, +1401, +2559, +2600, +99,
and +9959)
The revised strptime passes all old and new tst-strptime2 tests.
These tests were skipped by the use-test-skeleton conversion done in
commit 29955b5d because they did not have an `int main (void)'
declaration. Instead their `main' functions were declared with arguments
(i.e. argc, argv) even though they didn't use them.
Remove these arguments and include the test skeleton in these tests.
add_temp_file now makes a copy which is freed by delete_temp_files.
Callers to create_temp_file can now free the returned file name to
avoid the memory leak. These changes do not affect the leak behavior
of existing code.
Also address a NULL pointer derefence in tzset after a memoru allocation
failure, found during testing.
This patch is an "easy win" partial fix for BZ #16145, which notes
the heavy contention on tzset_lock when multiple threads are converting
times with localtime_r().
In __tz_convert(), the lock does not need to be held after
__tzfile_compute() / __tz_compute() have been called, so we can move the
unlock up. At this point there is still significant work to be done in
__offtime(), so we see some improvement (in my testing with 8 cores
banging on localtime_r(), ~20% improvement in throughput).
C99 specifies that CLOCKS_PER_SEC is an expression with the type clock_t.
This patch adds a generic <bits/time2.h> to define CLOCKS_PER_SEC and
provides the Linux/x86-64 version of <bits/time2.h> to support x32.

Use of strftime, a C90 function, ends up bringing in wcschr, which is
not a C90 function. Although not a conformance bug (C90 reserves
wcs*), this is still contrary to glibc practice of avoiding relying on
those reservations; this patch arranges for the internal uses to use
__wcschr instead, with wcschr being a weak alias. This is more
complicated than some such patches because of the various IFUNC
definitions of wcschr (which include code redefining libc_hidden_def
in a way that involves creating __GI_wcschr manually and so also needs
to create __GI___wcschr after the change of internal uses to use
__wcschr).
Tested for x86_64 and 32-bit x86 (testsuite, and that disassembly of
installed shared libraries is unchanged by the patch).

tzfile.c is brought in by various ISO C functions, but calls fileno,
fread_unlocked and ftello, which are not ISO C functions. This patch
adds names __fileno, __fread_unlocked and __ftello for those
functions, making tzfile.c use those new names.
Note: there are various uses of fileno elsewhere in glibc that I
didn't change, although it may turn out that some of those also need
to use __fileno.
Tested for x86_64 with the glibc testsuite. Changed line numbers in

with different instruction choice and register allocation, affecting
the size of __tzfile_read and so making comparison of disassembly for

Tests run using the default $(make-test-out) automatically get
GCONV_PATH and LC_ALL set, whether or not those environment variables
are actually needed for the individual test. However, they do not get
LOCPATH set, meaning that a large number of tests have -ENV settings
just to set LOCPATH.
This patch moves LOCPATH into the default environment used for all
tests, on the principle that like GCONV_PATH any settings needed to
use files associated with the newly built library, rather than any old
installed files, are appropriate to use by default.
A further motivation is that various tests using .sh files also set
some combination of LC_ALL, GCONV_PATH and LOCPATH. Preferably .sh
files should also use the default environment with any additions
required for the individual test. Now, it was suggested in
<https://sourceware.org/ml/libc-alpha/2014-05/msg00715.html> that
various Makefile variables used in testing should be derived by
composing the -before-env and -after-env variables used when explicit
environment settings are required. With such a change, it's also
natural for those variables to include the default settings (via some
intermediate makefile variable also used in make-test-out).
Because some .sh files only set variables that correspond to the
default settings, or a subset thereof, and this applies to more of the
.sh files once LOCPATH is in the default settings, doing so reduces
the size of a revised version of
<https://sourceware.org/ml/libc-alpha/2014-05/msg00596.html>: scripts
only needing the (expanded) default settings will not need to receive
the separate -before-env and -after-env variables, only the single
variable they do at present. So moving LOCPATH into the default
settings can reduce churn caused by subsequent patches.
Tested x86_64 and x86.

In <https://sourceware.org/ml/libc-alpha/2014-01/msg00196.html> I
noted it was necessary to add includes of Makeconfig early in various
subdirectory makefiles for the tests-special variable settings added
by that patch to be conditional on configuration information. No-one
commented on the general question there of whether Makeconfig should
always be included immediately after the definition of subdir.
This patch implements that early inclusion of Makeconfig in each
directory (which is a lot easier than consistent placement of includes
of Rules). Includes are added if needed, or moved up if already
present. Subdirectory "all:" targets are removed, since Makeconfig
provides one.
There is potential for further cleanups I haven't done. Rules and
Makerules have code such as
ifneq "$(findstring env,$(origin headers))" ""
headers :=
endif
to override to empty any value of various variables that came from the
environment. I think there is a case for Makeconfig setting all the
subdirectory variables (other than subdir) to empty to ensure no
outside value is going to take effect if a subdirectory fails to
define a variable. (A list of such variables, possibly out of date
and incomplete, is in manual/maint.texi.) Rules and Makerules would
give errors if Makeconfig hadn't already been included, instead of
including it themselves. The special code to override values coming
from the environment would then be obsolete and could be removed.
Tested x86_64, including that installed binaries are identical before
and after the patch.

This patch cleans up cases of __USE_MISC that are trivially redundant
after the recent substitution of __USE_MISC for __USE_BSD and
__USE_SVID: either in constructs such as "defined __USE_MISC ||
defined __USE_MISC", or else (in the bits/mman.h case) a conditional
on __USE_MISC nested inside another __USE_MISC conditional. (The
cleanups remaining after this patch are still quite large, but it
seems a reasonable piece to separate out.)
Tested x86_64.

This is needed for version-3 tz-format files; it supports time
stamps past 2037 for America/Godthab (the only entry in the tz
database for which this change is relevant).
* manual/time.texi (TZ Variable): Document transition times
from -167:59:59 through -00:00:01.
* time/tzset.c (tz_rule): Time of day is now signed.
(__tzset_parse_tz): Parse negative time of day.
Resolves#14888.
This only really manifests itself when there are no spaces between
format specifiers, which is not allowed by POSIX, but is allowed by
the glibc implementation.
Fixes#15346.
The POSIX description of getdate allows for extra spaces in the
getdate input string. __getdate_r uses strptime internally, which
works fine with extra spaces between format strings (and hence within
an input string) but not with leading and trailing spaces. So we trim
off the leading and trailing spaces before we pass it on to strptime.
