Rename from __libc_have_rt_sigs and leave as COMMON data.
* sysdeps/unix/sysv/linux/sigpending.c: Likewise.
* sysdeps/unix/sysv/linux/sigprocmask.c: Likewise.
* sysdeps/unix/sysv/linux/sigsuspend.c: Likewise.
