* stdio-common/printf.h (struct print_info): Add new bitfield is_char.
* stdio-common/printf-parse.h (parse_one_spec): Fill in is_char
field for hh modifier.
* stdio-common/vfprint.c: Use is_char field and do not depend in
is_short having the value 2.
