Add hidden aliases for fenv.h functions.

Add hidden aliases for fegetenv, feupdateenv, and
ftestexcept. This avoids libc needing to go through
the PLT for these functions.

Add hppa values for *_CLOEXEC and *_NONBLOCK

The following patch adds hppa specific files
that define the various _CLOEXEC and _NONBLOCK
values in order to match the ones from the kernel.
