bf29274841 io: Use struct statx and xstatx in tests
This avoids the need to define struct_statx to an appropriate
struct stat type variant because struct statx does not change
based on time/file offset flags.

581c785bf3 Update copyright dates with scripts/update-copyrights
I used these shell commands:

../glibc/scripts/update-copyrights $PWD/../gnulib/build-aux/update-copyright
(cd ../glibc && git commit -am"[this commit message]")

and then ignored the output, which consisted lines saying "FOO: warning:
copyright statement not found" for each of 7061 files FOO.

I then removed trailing white space from math/tgmath.h,
support/tst-support-open-dev-null-range.c, and
sysdeps/x86_64/multiarch/strlen-vec.S, to work around the following
obscure pre-commit check failure diagnostics from Savannah. I don't
know why I run into these diagnostics whereas others evidently do not.

088d3291ef y2038: Add test coverage
It is enabled through a new rule, tests-y2038, which is built only
when the ABI supports the comapt 64-bit time_t (defined by the
header time64-compat.h, which also enables the creation of the
symbol Version for Linux). It means the tests are not built
for ABI which already provide default 64-bit time_t.

The new rule already adds the required LFS and 64-bit time_t
compiler flags.

The current coverage is:
