bc0cdc4981 powerpc: drop R_PPC_REL16 check 
Current minimum support binutils (2.22) supports R_PPC_REL16 as default,
so no need to extra configure checks.

cb8a6dbd17 rename configure.in to configure.ac 
Autoconf has been deprecating configure.in for quite a long time.
Rename all our configure.in and preconfigure.in files to .ac.
