hurd: keep only required PLTs in ld.so

We need NO_RTLD_HIDDEN because of the need for PLT calls in ld.so.

"in the Hurd it's crucial that calls like __mmap be the libc ones
instead of the rtld-local ones after the bootstrap phase, when the
dynamic linker is being used for dlopen and the like."
We used to just avoid all hidden use in the rtld ; this commit switches to
keeping only those that should use PLT calls, i.e. essentially those defined in
sysdeps/mach/hurd/dl-sysdep.c:
__assert_fail
__assert_perror_fail
__*stat64
_exit
This fixes a few startup issues, notably the call to __tunable_get_val that is
made before PLTs are set up.

The fallback allocation is removed, so the possible size constraint
should be analyzed just once; __alloc_dir assumes that 'statp'
argument is non-null, and the max_buffer_size move to close its
used.
Checked on x86_64-linux-gnu and i686-linux-gnu.

No 32-bit system call wrapper is added because the interface
is problematic because it cannot deal with 64-bit inode numbers
and 64-bit directory hashes.
A future commit will deprecate the undocumented getdirentries
and getdirentries64 functions.

Consolidate scandir{at}{64} implementation

This patch consolidates scandir{at}{64} implementation on just
the default dirent/scandir{at}{64}{_r}.c ones. It changes the logic
to follow the conventions used on other code consolidation:
* scandir{at} is only built for _DIRENT_MATCHES_DIRENT64 being 0.
* scandir{at}{64} is always built and aliased to getdents for ABIs
that define _DIRENT_MATCHES_DIRENT64 to 1.
Also on Linux the compat symbol for old non-LFS dirent64 definition
requires a platform-specific scandir64.c.
Checked on aarch64-linux-gnu, x86_64-linux-gnu, i686-linux-gnu,
sparcv9-linux-gnu, sparc64-linux-gnu, powerpc-linux-gnu, and
powerpc64le-linux-gnu.
* dirent/scandir-tail-common.c: New file.
* dirent/scandir-tail.c: Use scandir-tail-common.c.

usage from checking its definition to its value.

Introduce NO_RTLD_HIDDEN, make hurd use it instead of NO_HIDDEN
...
On the Hurd, the rtld needs to see its own dumb versions of a few functions
(defined in sysdeps/mach/hurd/dl-sysdep.c) overridden by libc's versions once
loaded. rtld should thus not have hidden attribute for these. To achieve this,
the Hurd port used to just define NO_HIDDEN, which disables it completely. For
now, this changes that to disabling it for all rtld functions, for simplicity.

Fix scandir scandirat namespace (bug 17999).

The POSIX function scandir calls scandirat, which is not a POSIX
function. This patch fixes this by making it use __scandirat and
making scandirat a weak alias. There are no changes for scandir64 /
scandirat64 because those are both _GNU_SOURCE-only functions so no
namespace issue arises for them.
Tested for x86_64 that the disassembly of installed shared libraries
is unchanged by this patch.

Fix __getcwd rewinddir namespace (bug 17584).
...
__getcwd is called from dcigettext.o (brought in by various ISO C
functionality), but calls rewinddir, which is not an ISO C function.
This patch makes __getcwd call __rewinddir instead and makes rewinddir
a weak alias for __rewinddir.
Since getcwd.c is shared with gnulib (albeit not merged in either
direction for a long time, and omitted from gnulib's
config/srclist.txt list of shared files) I put in a #ifndef _LIBC
define of __rewinddir to rewinddir, although a future merged version
of getcwd could end up looking significantly different.
Tested for x86_64 (testsuite, and that disassembly of installed shared
libraries is unchanged by this patch).

Fix Linux getcwd for long paths
...
The getcwd syscall (so far?) can only handle path up to one page
in size. There is no limit about directory hierarchy depth, though,
and the POSIX getcwd is supposed to handle this. In that case fall
back to the generic getcwd.
Additionally, optimize the generic getcwd to use openat when possible
to change the asymptotic performance from O(N^2) to O(n).
