The test to call the indirect function now includes a subtest to
checked whether the symbol is defined. When coming to that point
this is almost always the case. The test for STT_GNU_IFUNC on the
other hand rarely is true. Move it to the front means we don't have
to perform the second test unless really necessary.

(elf_machine_dynamic, elf_machine_load_address): Rewritten without asm,
instead relying on the compiler to produce only GOTOFF variable refs.

* sysdeps/sh/dl-tls.h: New file.
* sysdeps/sh/dl-machine.h (elf_machine_type_class): Set
ELF_RTYPE_CLASS_PLT also for the three TLS relocations.
(elf_machine_rela): Handle R_SH_TLS_DTPMOD32, R_SH_TLS_DTPOFF32 and
R_SH_TLS_TPOFF32 relocations.
