the upcoming Japanese era name change.
Also fixes a fencepost error where the era name isn't properly parsed
by strptime in the last (partial) year of the era.
Example: if an era change happens in Feb 1990, and again in Aug 1995,
that's 5.5 years long, but the 0.5 year wasn't accounted for.

The full representation of the alternative calendar year (%EY)
typically includes an internal use of "%Ey". As a GNU extension,
apply any flags on "%EY" (e.g. "%_EY", "%-EY") to the internal "%Ey",
allowing users of "%EY" to control how the year is padded.

Bug 22639 reports localtime failing to handle time offset transitions
correctly in 2039 and later on platforms with 64-bit time_t.
The problem is the use of SECSPERDAY (constant 86400) in calculations
such as

where t is of type time_t and year is of type int. Before my commit
92bd70fb85 (an update from tzcode,
included in 2.26 and later releases), SECSPERDAY was obtained from a
file imported from tzcode, where the value included a cast to
int_fast32_t. On 64-bit platforms, glibc defines int_fast32_t to be
long int, so 64-bit, but my patch resulted in it changing to int.
(The bug would probably have existed even before my patch for x32,
which has 64-bit time_t but 32-bit int_fast32_t, but I haven't
verified that.)
This patch fixes the problem by including a cast to time_t in the
definition of SECSPERDAY. (64-bit time support for 32-bit systems
should move such code that isn't a public interface to using the
internal 64-bit version of time_t throughout.)
Tested for x86_64 and x86.

Some languages (Slavic, Baltic, etc.) require a genitive case of the
month name when formatting a full date (with the day number) while
they require a nominative case when referring to the month standalone.
This requirement cannot be fulfilled without providing two forms for
each month name. From now it is specified that nl_langinfo(MON_1)
series (up to MON_12) and strftime("%B") generate the month names in
the grammatical form used when the month is a part of a complete date.
If the grammatical form used when the month is named by itself is needed,
the new values nl_langinfo(ALTMON_1) (up to ALTMON_12) and
strftime("%OB") are supported. This new feature is optional so the
languages which do not need it or do not yet provide the updated
locales simply do not use it and their behaviour is unchanged.

Many headers are expected to expose a subset of the type definitions
in time.h. time.h has a whole bunch of messy logic for conditionally
defining some its types and structs, but, as best I can tell, this
has never worked 100%. In particular, __need_timespec is ineffective
if _TIME_H has already been defined, which means that if you compile
#include <time.h>

If the TZDEFRULES file was used to set the DST rules when $TZ didn't
provide any we need to make sure that the next time it is used we
recompute everything as __tzfile_default changes some setting from what is
provided by TZDEFRULES.

Tests run using the default $(make-test-out) automatically get
GCONV_PATH and LC_ALL set, whether or not those environment variables
are actually needed for the individual test. However, they do not get
LOCPATH set, meaning that a large number of tests have -ENV settings
just to set LOCPATH.
This patch moves LOCPATH into the default environment used for all
tests, on the principle that like GCONV_PATH any settings needed to
use files associated with the newly built library, rather than any old
installed files, are appropriate to use by default.
A further motivation is that various tests using .sh files also set
some combination of LC_ALL, GCONV_PATH and LOCPATH. Preferably .sh
files should also use the default environment with any additions
required for the individual test. Now, it was suggested in
<https://sourceware.org/ml/libc-alpha/2014-05/msg00715.html> that
various Makefile variables used in testing should be derived by
composing the -before-env and -after-env variables used when explicit
environment settings are required. With such a change, it's also
natural for those variables to include the default settings (via some
intermediate makefile variable also used in make-test-out).
Because some .sh files only set variables that correspond to the
default settings, or a subset thereof, and this applies to more of the
.sh files once LOCPATH is in the default settings, doing so reduces
the size of a revised version of

only needing the (expanded) default settings will not need to receive
the separate -before-env and -after-env variables, only the single
variable they do at present. So moving LOCPATH into the default

In <https://sourceware.org/ml/libc-alpha/2014-01/msg00196.html> I
noted it was necessary to add includes of Makeconfig early in various
subdirectory makefiles for the tests-special variable settings added
by that patch to be conditional on configuration information. No-one
commented on the general question there of whether Makeconfig should
always be included immediately after the definition of subdir.
This patch implements that early inclusion of Makeconfig in each
directory (which is a lot easier than consistent placement of includes
of Rules). Includes are added if needed, or moved up if already
present. Subdirectory "all:" targets are removed, since Makeconfig
provides one.
There is potential for further cleanups I haven't done. Rules and
Makerules have code such as
ifneq "$(findstring env,$(origin headers))" ""
headers :=
endif
to override to empty any value of various variables that came from the
environment. I think there is a case for Makeconfig setting all the
subdirectory variables (other than subdir) to empty to ensure no
outside value is going to take effect if a subdirectory fails to
define a variable. (A list of such variables, possibly out of date
and incomplete, is in manual/maint.texi.) Rules and Makerules would
give errors if Makeconfig hadn't already been included, instead of
including it themselves. The special code to override values coming
from the environment would then be obsolete and could be removed.

%b/%B/%h. Set have_mon and have_mday if tm_mon and tm_mday
have been computed from tm_yday and tm_year. Don't crash
in day_of_the_week or day_of_the_year if not have_mon
and tm_mon contains bogus value.
* time/Makefile (tests): Add tst-strptime3.
* time/tst-strptime3.c: New test.
* time/asctime.c (asctime_internal): New function, derived from
asctime_r. Takes additional parameter which is the buffer length.
Use snprintf instead sprintf, if it overflows, fail.
(asctime_r): Call asctime_internal with 26 as buffer length.
(asctime): Call asctime_internal with length of internal buffer.
* time/Makefile (tests): Add bug-asctime_r.

when given time stamps before 1970. It returns negative
time_t values instead, for compatibility with BSD.

time_t extrema, and on hosts with 64-bit time_t and 32-bit int.
This fixes Debian bug 177940.
* time/mktime.c (TIME_T_MIDPOINT): New macro.
(ydhms_diff): Renamed from ydhms_tm_diff, with a new signature,
which avoids overflow problems on hosts with 64-bit time_t and
32-bit int. All callers changed. Now an inline function.
Verify at compile-time that long int is wide enough to avoid
these overflow problems.
(guess_time_tm): New function.
(__mktime_internal): Use it. Avoid overflow when computing yday on
hosts with 64-bit long and 32-bit int. Remove tests for 69;
no longer needed. Use if rather than #ifdef for LEAP_SECONDS_POSSIBLE
so that the code is checked by more compilers.
Do not rely on floating point to probe: stick to integer arithmetic,
to avoid potential porting problems.
Repair potential overflow correctly in the Southern Hemisphere.
(localtime_offset): Add a FIXME for the case where time_t is unsigned.
