670a687dea Update timezone code from tzcode 2015g. 
This patch updates the timezone code from tzcode 2015g.  The Makefile
and README changes are based on those in Paul's patch
<https://sourceware.org/ml/libc-alpha/2015-05/msg00553.html>.

Tested for x86_64 and x86.

0828edbfd6 Update timezone code from tzcode 2014e. 
This patch updates the timezone code from tzcode 2014e (the previous
version used was 2013i).

Tested x86_64.

85bff96ad6 Update timezone code from tzcode 2013i. 
Now we have Paul's support for version-3 tz files checked in, this
patch updates all the code we take (unmodified) from tzcode to version
2013i (which includes the support for generating version-3 tz files
where necessary).

Tested x86_64.
