In documentation, call strings like "CST" time zone abbreviations, not
time zone names. This terminology is more precise, and is what tzdb uses.
A string like "CST" is ambiguous and does not fully name a time zone.
The daylight variable is supposed to be set to 1 if DST is ever in
use for the current time zone. But __tzfile_read used to do this:
__daylight = rule_stdoff != rule_dstoff;
This check can fail to set __daylight to 1 if the DST and non-DST
offsets happen to be the same.
I used these shell commands:

This test-case is the tzfile for Asuncion generated by
tzlib-2021e as follows, using the tzlib-2021e zic: "zic -d
DEST -r @1546300800 -L /dev/null -b slim
SOURCE/southamerica". Note that in its type 2 header, it
has two entries in its "time-types" array (types), but only
one entry in its "transition types" array (type_idxs).

Currently, if the temporary file creation fails the create_tz_file
function returns NULL. The NULL pointer is then passed to setenv which
causes a SIGSEGV. Rather than failing with a SIGSEGV print a warning
and exit.
We stopped adding "Contributed by" or similar lines in sources in 2012
in favour of git logs and keeping the Contributors section of the
glibc manual up to date. Removing these lines makes the license
header a bit more consistent across files and also removes the
possibility of error in attribution when license blocks or files are
copied across since the contributed-by lines don't actually reflect
reality in those cases.
Move all "Contributed by" and similar lines (Written by, Test by,
etc.) into a new file CONTRIBUTED-BY to retain record of these
contributions. These contributors are also mentioned in
manual/contrib.texi, so we just maintain this additional record as a
courtesy to the earlier developers.
The following scripts were used to filter a list of files to edit in
place and to clean up the CONTRIBUTED-BY file respectively. These
were not added to the glibc sources because they're not expected to be
of any use in future given that this is a one time task:

This trivial patch attemps to fix BZ 24106. Basically the bash locally
used when building glibc on the host shall not leak on the installed
glibc, as the system where it is installed might be different and use
another bash location.
So I have looked for all occurences of @BASH@ or $(BASH) in installed
files, and replaced it by /bin/bash. This was suggested by Florian
Weimer in the bug report.

This patch updates files coming from tzcode to tzcode 2020a.
This is mostly for better support for Internet RFC 8536, by adding
support to zic for the Expires line (new to tzcode 2020a), the -b
option (new to 2019b) and the -r option (new to 2019a).
One trivial change to other glibc was needed.

This patch updates files coming from tzcode to the versions in tzcode
2017b. A couple of changes to other glibc code are needed.
time/tzset.c was using the SECSPERDAY macro from tzfile.h, which no
longer defines that macro, so a local definition is added to tzset.c.
Because timezone/private.h now defines the _ macro whenever
HAVE_GETTEXT is true, even if it was previously defined, it is also
necessary to avoid a conflict with the definition in
include/libintl.h. Defining _ISOMAC is the obvious way to avoid such
internal definitions being visible, together with defining TZ_DOMAIN
so that zic and zdump continue to get the messages from the libc
domain as desired. However, zic and zdump rely on PKGVERSION and
REPORT_BUGS_TO from config.h, which is not included by default with
_ISOMAC, so -include config.h needs adding to the options for these
programs as well. Together those changes allow unmodified tzcode
2017b sources to work in glibc.

I observed a failure of timezone/tst-timezone with the same symptoms
as reported in bug 14096.
I was unable to reproduce the failure on testing again. However, from
inspection, the cause is as follows. tst-timezone uses time zones
compiled from the northamerica file, but has no dependency on any such
zones, so with a parallel build it is possible that they do not get
compiled until after tst-timezone is run. This patch adds a
dependency on the compiled America/New_York zone (the one used as a
makefile target to cause such zones to be compiled, rather than one
which is actually used in that test) to fix the race.

If the TZDEFRULES file was used to set the DST rules when $TZ didn't
provide any we need to make sure that the next time it is used we
recompute everything as __tzfile_default changes some setting from what is
provided by TZDEFRULES.

GCC 6.0 (prelease) complains about time_t_min and time_t_max
not being used. These variables are not used in glibc but
are needed in other packages.

Some distros build+install the timezone tools (zic/zdump/tzselect) outside
of glibc and use the upstream package directly. Add a configure flag to
glibc so they can disable install of those tools.
This allows tests to run & pass regardless of the configure flag. Only
the install of them is impacted.
The XT testdata install rules expect the testdata dir to already exist in
the build tree, but it doesn't actually create it. Instead, it relies on
the build-testdata define happening to be executed before it (which runs
zic which creates the dir). When we run in parallel though, it's easy to
hit a failure:

The current timezone/ code from tzcode doesn't need
-Wno-strict-prototypes. This patch removes it from the CFLAGS
settings in timezone/Makefile.
Tested for x86_64 that glibc still builds OK with the patch applied.

These tests were skipped by the use-test-skeleton conversion done in
commit 29955b5d because they did not have an `int main (void)'
declaration. Instead their `main' functions were declared with arguments
(i.e. argc, argv) even though they didn't use them.
Remove these arguments and include the test skeleton in these tests.
The Makefile rule is called one time for target %/UTC or %/Universal.
If the tests are run in parallel, UTC or Universal can trigger the rule.
This patch patch generates the second test-result file as a copy of the
generated one.
Thus the testsuite can rely on the existence of the test-result files
regardless of which target has triggered the rule.
