changed from [USE_TLS && HAVE___THREAD].

	* sysdeps/i386/dl-machine.h (elf_machine_type_class, elf_machine_rel):
	Disable TLS relocs if [RTLD_BOOTSTRAP && !USE___THREAD].
	* sysdeps/x86_64/dl-machine.h
	(elf_machine_type_class, elf_machine_rela): Likewise.
	* sysdeps/sh/dl-machine.h (elf_machine_type_class, elf_machine_rela):
	Likewise.

	* include/link.h (struct link_map): Remove member l_tls_tp_initialized.
