This patch consolidates the setsockopt implementation on
sysdeps/unix/sysv/linux/getsockopt.c. The changes are:
1. Remove it from auto-generation syscalls.list on all architectures.
2. Add __ASSUME_SETSOCKOPT_SYSCALL as default and undef if for
specific kernel versions on some architectures.
This also fix a potential issue where 32-bit time_t ABI should use the
linux setsockopt which overrides the underlying SO_* constants used for
socket timestamping for _TIME_BITS=64.
Checked on x86_64-linux-gnu and i686-linux-gnu.

Only alpha and ia64 do not support __NR_umount2 (defined as
__NR_umount), but recent kernel fixes (74cd2184833f for ia64, and
12b57c5c70f39 for alpha) add the required alias.

This patch consolidates the send Linux syscall implementation on
sysdeps/unix/sysv/linux/send{to}.c. The changes are:
1. Remove send from auto-generation syscalls.list on the architecture
that uses __NR_send.
2. Define __NR_send for architectures that supports it. It was done instead
of defining in default kernel-features.h because current Linux practice

require adding new kernel-features for ports that do not require it
(aarch64 for instance).
