Commit 43c29487 tried to fix the vfork aliases in libpthread.so on MIPS
and SPARC, but failed to do it correctly, introducing an ABI change.
This patch does the remaining changes needed to align the MIPS and SPARC
vfork implementations with the other architectures. That way the the
alpha version of pt-vfork.S works correctly for MIPS and SPARC. The
changes for alpha were done in 82aab97c.

With recent binutils versions the GNU libc fails to build on at least
MISP and SPARC, with this kind of error:
/home/aurel32/glibc/glibc-build/nptl/libpthread.so:(*IND*+0x0): multiple definition of `vfork@GLIBC_2.0'
/home/aurel32/glibc/glibc-build/nptl/libpthread.so::(.text+0xee50): first defined here
It appears that on these architectures pt-vfork.S includes vfork.S
(through the alpha version of pt-vfork.S) and that the __vfork aliases
are not conditionalized on IS_IN (libc) like on other architectures.
Therefore the aliases are also wrongly included in libpthread.so.
Fix this by properly conditionalizing the aliases like on other
architectures.

This satisfies a symbol reference created with:
.symver __libc_vfork, vfork@GLIBC_2.0
where `__libc_vfork' has not been defined or referenced. In this case
the `vfork@GLIBC_2.0' reference is supposed to be discarded, however a
bug present in GAS since forever causes an undefined symbol table entry
to be created. This in turn triggers a problem in the linker that can
manifest itself by link errors such as:
ld: libpthread.so: invalid string offset 2765592330 >= 5154 for section `.dynstr'
The GAS and linker bugs need to be resolved, but we can avoid them too
by providing a `__libc_vfork' definition just like our other platforms.

I've moved the MIPS port from ports to the main sysdeps hierarchy.
Beyond the README update, the move of the files was simply
git mv ports/sysdeps/mips sysdeps/mips
git mv ports/sysdeps/unix/mips sysdeps/unix/mips
git mv ports/sysdeps/unix/sysv/linux/mips sysdeps/unix/sysv/linux/mips
and in addition to the ChangeLog entries here, I put a note at the top
of ports/ChangeLog.mips similar to those in other files.
Tested that disassembly of installed shared libraries for mips is the
same before and after this patch (except for ld.so where paths in
assertions are involved, as for arm).
