Currently glibc uses in_time_t_range to detects time_t overflow,
and if it occurs fallbacks to 64 bit syscall version.
The function name is confusing because internally time_t might be
either 32 bits or 64 bits (depending on __TIMESIZE).
This patch refactors the in_time_t_range by replacing it with
in_int32_t_range for the case to check if the 64 bit time_t syscall
should be used.
The in_time_t range is used to detect overflow of the
syscall return value.

Similar to ppoll, the poll.h header needs to redirect the poll call
to a proper fortified ppoll with 64 bit time_t support.
The implementation is straightforward, just need to add a similar
check as __poll_chk and call the 64 bit time_t ppoll version. The
debug fortify tests are also extended to cover 64 bit time_t for
affected ABIs.
Unfortunately it requires an aditional symbol, which makes backport
tricky. One possibility is to add a static inline version if compiler
supports is and call abort instead of __chk_fail, so fortified version
will call __poll64 in the end.
Another possibility is to just remove the fortify support for
_TIME_BITS=64.
Checked on i686-linux-gnu.

sysdeps/x86_64/multiarch/strlen-vec.S, to work around the following
obscure pre-commit check failure diagnostics from Savannah. I don't
know why I run into these diagnostics whereas others evidently do not.

We stopped adding "Contributed by" or similar lines in sources in 2012
in favour of git logs and keeping the Contributors section of the
glibc manual up to date. Removing these lines makes the license
header a bit more consistent across files and also removes the
possibility of error in attribution when license blocks or files are
copied across since the contributed-by lines don't actually reflect
reality in those cases.
Move all "Contributed by" and similar lines (Written by, Test by,
etc.) into a new file CONTRIBUTED-BY to retain record of these
contributions. These contributors are also mentioned in
manual/contrib.texi, so we just maintain this additional record as a
courtesy to the earlier developers.
The following scripts were used to filter a list of files to edit in
place and to clean up the CONTRIBUTED-BY file respectively. These
were not added to the glibc sources because they're not expected to be
of any use in future given that this is a one time task:

For !__ASSUME_TIME64_SYSCALLS there is no need to issue a 64-bit syscall
if the provided timeout fits in a 32-bit one. The 64-bit usage should
be rare since the timeout is a relative one. This also avoids the need
to use supports_time64() (which breaks the usage case of live migration
like CRIU or similar).
Checked on i686-linux-gnu on a 4.15 kernel and on a 5.11 kernel
(with and without --enable-kernel=5.1) and on x86_64-linux-gnu.

With arch-syscall.h it can now assumes the existance of either
__NR_ppoll or __NR_ppoll_time64. The 32-bit time_t support is now
only build for !__ASSUME_TIME64_SYSCALLS.

kernel).

The __NSIG_WORDS value is based on minimum number of words to hold
the maximum number of signals supported by the architecture.
This patch also adds __NSIG_BYTES, which is the number of bytes
required to represent the supported number of signals. It is used in
syscalls which takes a sigset_t.

During the conversion to support 64 bit time on some architectures with
__WORDSIZE == 32 && __TIMESIZE != 64 the libc_hidden_def attribute for
eligible functions was by mistake omitted.
This patch fixes this issue and exports (and allows using) those
functions when Y2038 support is enabled in glibc.
This patch provides new __ppoll64 explicit 64 bit function for handling polling
events (with struct timespec specified timeout) for a set of file descriptors.
Moreover, a 32 bit version - __ppoll has been refactored to internally use
__ppoll64.
The __ppoll is now supposed to be used on systems still supporting 32 bit time
(__TIMESIZE != 64) - hence the necessary conversion to 64 bit struct
__timespec64.
The new ppoll_time64 syscall available from Linux 5.1+ has been used, when
applicable.
The Linux kernel checks if passed tv_nsec value overflows, so there is no need
to repeat it in the glibc.
When ppoll syscall on systems supporting 32 bit time ABI is used, the check is
performed if passed data (which may have 64 bit tv_sec) fits into 32 bit range.
Build tests:

Linux kernel, headers and minimal kernel version for glibc build test
matrix:

The __ASSUME_TIME64_SYSCALLS not defined, but kernel supports ppoll_time64

contemporary glibc
This kernel doesn't support ppoll_time64 syscall, so the fallback to ppoll is
tested.
Above tests were performed with Y2038 redirection applied as well as without
(so the __TIMESIZE != 64 execution path is checked as well).
No regressions were observed.
With current kernel version requirements, the ppoll Linux syscall can
be assumed to be present on all architectures; this patch removes the
__ASSUME_PPOLL macro and conditionals on it and on whether __NR_ppoll
is defined. (Note that the same can't yet be done for pselect,
because MicroBlaze only wired that up in the syscall table in 3.15.)
Tested for x86_64 and x86 that installed stripped shared libraries are
unchanged by the patch.
