Siddhesh Poyarekar edf66db113 Rotate ChangeLog correctly
I incorrectly assumed that the ChangeLog numbers (.1, .2, etc.) are in
order.  They're not and the latest non-current ChangeLog is the one
with the highest number.  Fixed.

EMFILE. When growing _hurd_dtable, actually do something if
_hurd_dtablesize is zero.
