	* sysdeps/unix/sysv/linux/arm/sys/user.h : New file.  Fixes problem
	on ARM platforms with programs that include <sys/user.h> and
	<sys/ptrace.h>.  Solution suggested by Geoff Keating earlier with
	fix for same problem on the PowerPC platform.
