Roland McGrath b78ad5fd49 * time/mktime.c (__mktime_internal): If SEC_REQUESTED != SEC,
convert T2, not T.
	* time/Makefile (tests): Add tst-mktime3.
	* time/tst-mktime3.c: New test.
