Stefan Liebler e68485398b S/390: Increase tst-tls7 test case timeout
TLS in a dlopened object works fine when accessed from a signal
handler. The default kernel scheduling parameters prevents the
testcase to finish within the 4 seconds.

Tested the bigger timeout on s390 and s390x.
