Stefan Liebler e260ceb4aa elf: Remove HWCAP_IMPORTANT
Remove the definitions of HWCAP_IMPORTANT after removal of
LD_HWCAP_MASK / tunable glibc.cpu.hwcap_mask.  There HWCAP_IMPORTANT
was used as default value.
