Ulrich Drepper 71d82dbe9e Update.
* timezone/Makefile (build-testdata): Set LANGUAGE and LC_ALL
	since zic uses setlocale and gettext but we cannot make it use the
	new locale data since zic calls a shell which might not use the
	new libc.
