	(open_verify): Check .note.ABI-tag of the library if present.

	* elf/dl-minimal.c (__strtoul_internal): Set endptr on return.
	* sysdeps/unix/sysv/linux/i386/dl-librecon.h (EXTRA_LD_ENVVARS):
