Joseph Myers 688903eb3e Update copyright dates with scripts/update-copyrights.
* All files with FSF copyright notices: Update copyright dates
	using scripts/update-copyrights.
	* locale/programs/charmap-kw.h: Regenerated.
	* locale/programs/locfile-kw.h: Likewise.
