Xi Ruoyao 241603123c LoongArch: Use __builtin_{fmax,fmaxf,fmin,fminf} with GCC >= 13 
GCC 13 compiles these built-ins to {fmax,fmin}.{s/d} instruction, use
them instead of the generic implementation.
