Remove accidentally committed notification stuff.

(gtk_accel_map_lock_path): (gtk_accel_map_unlock_path): Path locking can now be nested, a missing entry is silently created during lock_path(), and treated as an error during unlock_path(). These changes have been requested by Tim Janik.
