clang-format: This did not work
I thought AlignConsecutiveDeclarations would
align function parameters, but it doesn't.
So drop it again.

ci: Improve clang-format style
Add
AlignConsecutiveDeclarations: true
PointerAlignment: Right
which will produce the style we want with llvm 13.

ci: Add a style check pass
We should at least try to get the style check done by a machine, as
opposed to have humans go through merge requests with coding style
nitpicks.
