        New widget GtkTipsQuery for letting the user query tooltips of widgets.

        * gtk/testgtk.c: add example for GtkTipsQuery.

        * gtk/gtk.h: include gtk/gtktipsquery.h.

        * gtk/gtklabel.c: enable default constructing.
